Ship Breaking Yards in Izmir Aliaga Sold for 260 Million Dolars


It has been revealed that the Aliağa Municipality purchased the area where the ship dismantling facilities are located from Emlak Konut for 10.06 billion Turkish Lira, excluding VAT. According to the sales agreement, 26% of the payment will be made upfront, while the remaining amount will be paid in eight installments.

The controversial process concerning the "ship dismantling facilities," which operate as heavy industrial plants in the Aliağa district of İzmir, continues. Activity has already begun on the 500-decare plot purchased through Aliağa Municipality’s subsidiary, Petrol A.Ş., from Emlak Planlama İnşaat Company (EPP), a subsidiary of Emlak Konut. Following the acquisition announced by Aliağa’s MHP-affiliated Mayor Serkan Acar, who stated, “We will bring order to the region,” there has been discussion of converting the ship dismantling facilities into a municipal-managed shipyard.

For many years, the large heavy industrial land has been owned by TOKİ, where 21 companies have been dismantling large ships acquired through domestic and international contracts. While most contracts are set to expire in 2025, some long-term agreements remain valid until 2031.

DETAILS CLARIFIED

According to a report by Egedesonsöz, the details of the contract signed between Aliağa Municipality and EPP have been disclosed. As outlined in the contract signed at the 9th Notary Office in Kadıköy, Istanbul, the land was sold for 10.06 billion TL, excluding VAT. It was agreed that 26% of the sale price would be paid in advance, and the remainder would be paid in eight installments. Additionally, the VAT is to be paid immediately after the land is handed over. EPP granted the municipality 50 days from the contract signing date to pay the first installment. The remaining installments will be paid quarterly. If all conditions are fulfilled, the land transfer to Aliağa Municipality is scheduled for July 2025.

An important clause was also added concerning the ship dismantling facilities. EPP emphasized that it would not claim any additional fees or rights for transactions made by the municipality in 2025. The contract also stated that tenants of the parcels registered as "ship dismantling area" on blocks 1409 (parcels 11–34, 42, 44, 48) will retain their leases until April 2026, while leases for parcels on blocks 1409 (parcels 36, 38, 40) and 1571 (parcel 1) will continue until January 2031. It was underlined that all rights, obligations, and responsibilities regarding these tenants will transfer to Aliağa Municipality’s company after the contract is signed.

PENALTIES INCLUDED!

According to the land sales protocol between the two parties, if 40% of the remaining amount is paid (excluding taxes, duties, and other costs), EPP may issue a mortgaged deed to the relevant parties with its approval.

If the conditions of the protocol are not met, EPP reserves the right to cancel the contract and impose a penalty equivalent to 5% of the total sale price.

The contract was signed on behalf of the parties by Selami Keskin, Deputy General Manager of Emlak Konut and Vice Chairman of EPP, Alim Kaplaner, General Manager of Emlak Planlama İnşaat Project Management, and Adem Akkaş, Chairman of the Board of Aliağa Municipality’s Petrol A.Ş.

In addition to ship dismantling areas, some industrial zones were also transferred from EPP. The unit price per square meter for ship dismantling areas was set at 21,999 TL.
